About the System:
The SIAC’s intelligence storage, retention, dissemination, and purging
capabilities are regulated
through strict compliance requirements, Federal laws (28 CFR Part 23),
as well as by SIAC policy and other guidelines. Compliance is particularly
applicable when Federal funding is utilized for systems containing criminal
intelligence data, and multiple agencies are participating. Regulations
are meant to protect the rights of citizens, groups and businesses, minimize
liability, and ensure intelligence data can be kept secure from inappropriate
access. The SIAC seeks to purchase an intelligence data management system
designed to provide compliance with State and Federal mandates that must
be met when the SIAC collects, manages, searches, shares, analyzes, and
disseminates criminal intelligence; using a Federally-funded, multi-agency
criminal intelligence management system to process criminal intelligence
data.
The intelligence system that SIAC is seeking to acquire must be 28 CFR
Part 23 compliant, Windows-based with an integrated web-based platform,
and include a mechanism that provides a mandatory supervisory review and
approval process of intelligence data prior to entering the “system”(also
referred to as a “holding bin” for intelligence data submissions).
The system must also be a commercial-off-the-shelf product that requires
no customization to perform the aforementioned requirements. A review
process–i.e., holding bin –is required to ensure that intelligence
data entries meet all policy and legal standards prior to data being entered
into the “system” and becoming accessible to other intelligence
system users. In addition, automated processes must verify that intelligence
is accurately stored and classified; when retention limits are met, a
notification is made requiring review or data is purged from the system;
and that auditing processes exist for compliance management. Furthermore,
an enterprise licensing option must be available that allows unlimited
access to the system by all relevant SIAC partners operating throughout
the State of Utah.

ABOUT US
Fred Hutchinson Cancer Research Center, home of three Nobel laureates,
is an independent, nonprofit research institution dedicated to the development
and advancement of biomedical research to eliminate cancer and other potentially
fatal diseases. Recognized internationally for its pioneering work in
bone-marrow transplantation, the Center s four scientific divisions collaborate
to form a unique environment for conducting basic and applied science.
The Hutchinson Center, in collaboration with its clinical and research
partners, the University of Washington and Children s Hospital and Regional
Medical Center, is the only National Cancer Institute-designated comprehensive
cancer center in the Pacific Northwest.
JOB SUMMARY
Provide interface programming between systems including Ingres database
support within the Clinical Research Informatics department at FHCRC,
as well as support to Seattle Cancer Care Alliance (SCCA) IT. The candidate
will monitor and maintain existing, ADT, result and billing interfaces
within a complex infrastructure. Data is transferred between Fred Hutchinson
Cancer Research Center, Seattle Cancer Care Alliance, University of Washington,
and Children's Hospital and Regional Medical Center.
SCOPE OF RESPONSIBILITIES
The incumbent will work independently within a team environment, spending
the majority of work time performing responsibilities such as monitoring,
maintenance, troubleshooting, analysis, design, implementation, and quality
control of complex programs and data base applications. Attention to detail
is essential. Provide technical and organizational leadership/oversight
to junior level staff. May coordinate and direct complex projects, establishing
goals and timetables in consultation with users.
JOB DUTIES
May perform some or all of the following duties:
1. Monitor and maintain both real time and batch interfaces between multiple
systems and applications (Ingres, eGate, EPIC, LabVision, LabWare, MindScape,
and ORCA). Assist in the planning of future system development and maintenance.
2. Share responsibility and coordinate with multiple departments to support
and maintain laboratory billing. Includes billing/CPT coding, chargemaster,
crosswalk tables, charge edits, and billing compliance.
3. Follow and enforce team standards for programming, configuration control,
quality assurance, and version control. Perform rigorous quality assurance
validation to ensure high quality products are released.
4. Work with vendors, IT Services staff, and clients to scope, develop,
document, and implement technical standards for system infrastructure.
5. On call support rotation. Generally work is during daytime hours, however
evening, night and weekend work is occasionally required.
6. Determine user programming or data base needs, determine business requirements
and maintain on-going communication with users through programming completion.
7. Analyze user requirements, providing advice to users on the implications
of analysis and programming applications.
8. Estimate and prioritize programming requests and develop plans to achieve
programming completion within required time frame. Determine scope and
duration of projects.
9. Design and implement programs and data base applications to meet user
specifications and modify existing programs as required.
10. Perform support responsibilities such as training users, installing
and configuring software and associated record keeping and documentation.
11. Coordinate and oversee complex programming projects directing lower
level programmers and support staff as necessary.
12. Give written and oral presentations as necessary.
13. Maintain current knowledge of and comply with Centerwide standards
and policies regarding the use of hardware and software.
14. Troubleshoot user problems.
15. Perform other responsibilities as required.
Minimum Qualifications
REQUIRED EXPERIENCE:
Bachelor's degree in computer science or related field required, Master's
degree preferred. Four years of computer programming experience required.
Coding with embedded SQL in C as well as VMS and multinet.
Proficient with Microsoft applications and tools (Outlook, Excel, Word,
Power Point, Visio).
Networking skills for file transfers and security using (Windows, VMS,
multinet, Unix).
Demonstrated analytical and problem solving skills.
Demonstrated ability to manage multiple projects simultaneously.
Superb communications skills and status reporting are required.
Ability to work with minimal supervision.
Confidentiality and Privacy - Requires strict confidentiality of administrative,
employee and patient information, including compliance with HIPAA requirements.
Three years Relational Database experience, Ingres preferred.
DESIRED EXPERIENCE:
Ingres development and programming tools
Experience working in a healthcare environment using HL7 and eGate.
Familiarity with Epic applications (Cadence, Resolute, Prelude etc).
Experience with interfaces to Laboratory Information Systems (LabVision,
Misys, LabWare)
Familiarity with 21 CFR Part 11, CLIA, and CAP
Java
